Complete Elixir made more than 50 calls before Cosmetics Alliance Canada issued and notarized the document Korea required

Song hit the requirement while completing Korean import review for her Surrey-manufactured skincare line between January and April 2026. Korea asked for three documents - a detailed certificate of manufacture, a certificate of origin and a Certificate of Free Sale. The first two were obtainable through normal channels. The third was not.

After working through federal departments, provincial bodies and trade organizations, Song says she found no government authority in Canada that issues the document for cosmetics. The gap was closed by the industry rather than the state: Cosmetics Alliance Canada, the national cosmetics industry association, issued and notarized the certificate. Korean authorities accepted it and the products moved.

The outcome was successful, but the route was not obvious. Song only found it after fifty calls.

No other market the company has entered has asked for the document. The United States did not require it under MoCRA, and neither did the other markets Complete Elixir has worked with - which makes this a specific Canada-Korea documentation mismatch rather than a general export barrier, and one that any Canadian manufacturer selling into Korea will meet.

Complete Elixir formulates and manufactures at its own facility on Croydon Drive in Surrey and supplies the United States through a California distributor.

I was not asking for special treatment. I was asking for a standard export document that other cosmetics-producing countries issue as a matter of routine. Fifty calls in, I was still being redirected. Cosmetics Alliance Canada is what made it possible - but a small exporter should not need fifty phone calls to find that out.
