Canada, the United States and Korea compared from inside a company with two to five staff

Canada: filings accepted without rejection; the notification system itself was the friction, making retention of filing data the practical lesson.

United States: the FDA steps were manageable; forming the U.S. entity was schedule-critical because the Responsible Person designation depends on it. The company acts as its own Responsible Person.

Korea: substantiating formulation and manufacturing quality was straightforward for an in-house manufacturer; document format and submission process were not, and a Certificate of Free Sale had to come from an industry association because no Canadian government body issues one for cosmetics.

The obstacle is almost never the science. It was a filing system in one country, a corporate registration in another and document formats in the third.
