Three Regulators, Three Different Problems: What Compliance Actually Costs a Five-Person Manufacturer

Complete Elixir filed its own Cosmetic Notification Forms with Health Canada, registered with the FDA under MoCRA, and cleared Korean import review - without a regulatory consultant

In Canada, products sold domestically must be notified to Health Canada through the Cosmetic Notification Form process. Complete Elixir filed for all 28 products directly, most recently amending and registering on February 25, 2026. Founder Clara Song says the filings themselves were not the obstacle - nothing was rejected and nothing stalled. The difficulty was the filing system, and the consequence is record-keeping: a company that cannot produce its own notification data on demand has a problem later, not at the point of filing.

In the United States, the FDA-facing work under the Modernization of Cosmetics Regulation Act was manageable. Establishing the U.S. entity took the longest by a wide margin, because the Responsible Person designation cannot be made until the entity exists. Complete Elixir registered its Canadian plant and serves as its own Responsible Person rather than appointing an agent.

In Korea the substance was never the issue and the paperwork was. Proving formulation and manufacturing quality was straightforward for a company that makes its own product. Matching the required document formats and submission process was not: five notarizations, five international courier runs, more than 30 calls with the regulator, and a Certificate of Free Sale that no Canadian government body issues for cosmetics.

Complete Elixir formulates and manufactures at its own facility on Croydon Drive in Surrey and supplies a California distributor serving Los Angeles-area spas and esthetic clinics.

Everyone assumes the hard part of regulation is proving your product is safe. For us that was the easy part, because we make it ourselves and we have the data. What was hard was completely different in each country - a filing system here, a corporate registration in the U.S., document formats in Korea. Nobody warns you that the obstacle is almost never the science.
