The same idea as the Hydrating Base, with the humectant load turned up. Sodium lactate joins sodium PCA, and polyglutamic acid sits higher, so the surface stays wet for longer under a device and skin that is genuinely dehydrated has more to draw on. Ethoxydiglycol widens what you can dissolve into it, which matters if you build your own serum mixes. Use it before or with your Complete Elixir serum.
